The weather behind the water
Chiang Mai's floods are made by rain, and the rain runs on a clock with several hands. The live forecast tells you about the next few days. This explains the longer rhythms (the season, the year, the weeks) that decide whether a year is loaded for flooding or quietly dry.

Rain runs on several clocks
Ask why it is raining today and there is never one answer. There is the season, which brings the monsoon; the year, which the oceans tilt wetter or drier; the passing weeks, when the tropics pulse active then quiet; and the day, when a particular storm arrives. Each is a different hand on the same clock, and a bad flood is usually all of them pointing the same way at once.
The monsoon
From about mid-May to mid-October the Southwest monsoon carries moisture off the Indian Ocean and the Andaman Sea into northern Thailand. The wettest, most flood-prone stretch is August to October, once the hills and the catchment are saturated and further rain runs straight into the river rather than soaking in. A monsoon that withdraws late stretches the danger further into the year.
El Niño and La Niña
The largest year-to-year lever is the state of the Pacific, the El Niño–Southern Oscillation. In a La Niña, cooler water in the central and eastern Pacific strengthens the trade winds and pushes extra moisture over Southeast Asia; northern Thailand's autumn rainfall runs roughly nine to nineteen percent above normal, and the worst floods cluster here. In an El Niño the pattern reverses: a weaker monsoon and less moisture leave September and October drier, tilting toward drought. It is a tilt in the odds, not a switch, but across many years the tilt is clear.

* 2024 is the honest asterisk: a severe flood as the Pacific merely tipped toward La Niña, a reminder that a single storm can override the seasonal tilt.
The Indian Ocean Dipole
A second, smaller lever sits in the Indian Ocean. A negative dipole warms the waters nearer Southeast Asia and adds moisture, leaning wetter; a positive dipole does the opposite, leaning drier. It can reinforce the Pacific's signal or partly cancel it, which is why a season is read from both oceans together rather than one.
The tropical pulse
Within a wet season the rain is not spread evenly. A slow eastward pulse in the tropics (the Madden–Julian Oscillation, on a thirty-to-sixty-day cycle) swings the region between spells of enhanced and suppressed rain. It is why a rainy month can hold a dry, bright fortnight and then a single week that delivers most of its total. It is the difference between "this is the wet season" and "this is the wet week."
A storm on a full catchment
The season loads the ground; a single weather system pulls the trigger. Chiang Mai's biggest floods are usually set off by a tropical depression, or the remains of a storm, tracking in from the Pacific or the South China Sea and dumping days of rain onto a catchment that is already saturated and a dam that is already full. The seasonal patterns shape how likely such storms are and where they track; the storm itself, and its timing, is what the live forecast is built to catch.
Reading all four together
A dangerous flood year is rarely one thing. It is a La Niña leaning the season wet, an active tropical pulse arriving in October, and a storm landing on a full Mae Ngat and a rising Ping, four hands of the clock at the same hour. None of these forecasts a flood on its own; together they describe the risk a season carries. When the next few days are what matter, the live monitor and its forecast take over.
